Summary of Role

Responsible for delivering high-quality education, skills and work provision, in line with prisoner need and aligned with regional, national and Ofsted standards and frameworks, to support prisoners into employment upon release. This will involve developing a coherent approach to all areas of Education, Skills and Work, ensuring that sequencing of activities is purposeful and directed towards maximising prisoners’ opportunities to access employment, education and training on release.

The job holder must ensure that all Education, Skills and Work activities are structured around the 5 pillars of the Ofsted Education Inspection Framework, supporting other function heads within the prison to maximise this approach in areas of prisoner residence and social interaction. They will work with education providers, prison industries and local private enterprise to make the most appropriate use of workshops and all other prisoner places of work, providing prisoners with the learning and skills required to compete for and achieve employment within the local labour market. As a member of the Senior Management Team (SMT), the job holder will contribute and implement their Function’s objectives as defined in the establishment’s Business plan.

You will need to be motivated, self-driven and committed to supporting the Reducing Reoffending Group. You will be delivering the organisation’s vision, effecting change at pace, influencing where necessary, dealing with sensitive information, working independently as well as Working with our partner agencies.

You must have management experience and be able to understand the complexities of contract management.

About HMP Kirkham

Kirkham is a category D training prison occupying the site of a former RAF technical training centre.

With few exceptions the infrastructure and services, together with the buildings, are of World War II vintage, though prisoner accommodation is relatively new.


In June 2006 it was announced that Kirkham was one of the two prisons awarded most improved prison for 2005/06. The pace of change at the prison remains healthy and our move towards improving resettlement opportunities for offenders is progressing well.


Kirkham provides daytime, evening and weekend education. Offenders are also employed in the prisons workshops, farms and gardens and works departments. All the prisoners working on the estates at Kirkham do a full day's constructive work.


The custody to work scheme is operated for paid employment and community work. College placements are also arranged where appropriate.
