The Role
To support the Head of Funding and Compliance in ensuring the College meets the regulatory requirements placed on it by the funding bodies and to ensure the mitigation of data and compliance risk in relation to the contractual funding requirements of all external bodies. Supporting ongoing data monitoring to drive up the quality of the College’s data by highlighting any data issues and advising on potential solutions. Conducting audit checks as directed to monitor compliance with College processes and funding body requirements. The post will be working across all income streams, including ESFA funded classroom and apprenticeship, higher education, devolved funded, and full cost.

Key Responsibilities
- To contribute fully to the mission and values statement of the College ensuring its effective implementation in all aspects of College life
- To maintain an up to date knowledge of funding guidance and regulations in order to ensure compliance with external requirements and provide advice to other staff.
- To support the cleansing of the ILR file to ensure data is accurate, up to date, free of errors and submitted on time. Ensuring that records are compliant and on the ILR without unnecessary delay so that income is maximised and curriculum colleagues have robust valid and reliable data to manage provision.
- To undertake regular data checks and assist with corrective action taken to improve the College’s data quality, this will include use of PDSATs and Funding & Monitoring Reports; highlighting areas of risk or systematic issues. Ensuring training is put in place to address any systematic issues.
- Support the day-to-day management of student data
- To manage distribution of exception reporting and following up actions required with College managers
- To assist in the preparation and provision of data for internal and external audits
- To undertake internal sampling audits and support curriculum areas in improving student data and compliance documentation
- To support the in maintenance of the course file and course information
- To support the enrolment process, particularly advising on issues which may lead to the College becoming non-complaint, for example student residency and eligibility for funding.
- Support with Apprenticeship compliance and enrolment processes.
- Line management of MIS staff as required
Skills, Knowledge and Expertise
Essential Criteria
- Experience of working in a Further Education MIS department
- A sound knowledge of the Individualised Learner Record (ILR), funding regulations and audit requirements for further education
- Experience of using a student records system. E.g. ProSolution, EBS, Unit-E, etc
- Ability to manage own workload with minimal supervision
- Current knowledge of data and compliance requirements within public funding programmes including ESFA (classroom and apprenticeships), OfS, and devolved funding.
- Engaged in Continuing Professional Development
- High level of communication and interpersonal skills
- Minimum of Level 2 literacy and numeracy or willingness to complete
- Good understanding of quality assurance and improvement processes
Desirable Criteria
- Knowledge and experience of Apprenticeship compliance and enrolment processes
- Experienced user of PDSAT software and other related software / reports for data cleansing and credibility related issues
- Experience of planning and undertaking internal audits
- Experience of supporting external audits
- An understanding of the current further education climate including devolution and the complexities of working to several different methodologies in a single class

Opened in 1992 after being formed from a number of colleges in the city we now have 5 locations situated in the heart of Liverpool. Currently the college serves more than a third of all 16-18 year olds in Liverpool, and educates almost 12,000 learners a year. In 2018 the college achieved a pass rate of 99.6% beating the national average of 97.6% for a-level results. Within this year as well we had a 100% pass rate in modern languages.
However, the college itself is not just facts and figures. The mission statement of provide high quality skills and education by delivering opportunities for growth to all people and business of the Liverpool City region, shows inclusivity and a community understanding.
