Responsible for: Statutory data returns to the DfE regarding participation and destination data, Unknown tracking, NEET support, data analysis of destination and participation data to support strategy and delivery, information governance for the wide service.

Job Purpose

Lead the Council’s processes around destination tracking for all young people post-16, and up to 25 if they have an EHC Plan. Lead on all statutory data returns to the DfE in relation to raising the participation age. Provide data and reports to senior stakeholders in the Council, Schools, Colleges and Providers that inform NEET prevention and reduction strategies. Lead on information governance advice and support for Education Commissioning as a whole.

Specific Accountabilities of the Role

  • Lead on the borough’s strategy and delivery of destination tracking of all young people in Year 12 and 13 to ensure that NEET young people are actively identified and supported, including managing a small team of Tracking Officers.
  • Lead on the tracking of all young people aged 19-25 with an EHC Plan to inform strategy and delivery.
  • Commission and manage the Local Authority’s Client Caseload Information System, including the accuracy of data held, training of staff, and managing access, and ensure that NEET data is shared regularly with relevant support services to promote positive outcomes.
  • Lead on all statutory returns to the DfE in relation to raising the participation age, including December to February average for NEETs and Unknowns, September Guarantee and Year 11 Activity Survey.
  • Lead on the collation and reporting to senior stakeholders of annual data from schools and colleges around Higher Education participation.
  • Lead on collating Intended Destination data for all Year 11s by working closely with our schools, and ensure that Intended Destination data is used effectively to prevent and reduce NEETs at post-16.
  • Lead on the management, dissemination and use of Risk Of NEET Indicator data to inform the early identification of young people at risk of NEET, working closely with schools, colleges and the Education Inclusion Team.
  • Develop and implement appropriate data sharing agreements with the DfE, schools, colleges, Council departments and other partners to ensure that data is shared appropriately in the interests of young people and promoting positive destinations.
  • Act as the GDPR lead for Education Commissioning in terms of advice and support around wider data sharing agreements and information governance.
  • Provide comprehensive reports and presentations to senior stakeholders, including Council members, on participation and destination data for young people post-16, that inform strategic response and delivery of support.
  • Provide data and commentary as required for the Council’s corporate plan and wider performance dashboards.
  • Actively contribute to relevant stakeholder boards and groups as appropriate, including the Post-16 Provider Forum, Post-16 Partnership with schools, and Technical Skills Academy Board.

Statutory requirements

  • Statutory returns to the DfE i.e. September Guarantee, Activity Survey and NEETs and Unknowns.

  • Ensure high standards of records management and assume responsibility for all information assigned to the post.
  • Promote the development of a high quality individual need led service, to comply at all times with the Council’s policies and procedures, particularly those regarding Data Protection, Equalities and Diversity and Health and Safety.
  • Ensure compliance with and actively promote the Council’s Equalities and Diversity policies and strategies and comply with the Equality Act 2010.
  • Ensure compliance with and actively promote Health and Safety at work legislation, Council and Service H&S policies and procedures.
  • Comply with the competencies and standard requisites agreed by the Council as relevant to your post.
  • Comply with the General Data Protection Regulation and Data Protection Act 2018 (DPA 2018) (all employees of the Council will not disclose or make use of, for their private advantage, any information held on manual or computer records, which are not available to the public, however acquired).
  • Take responsibility for continuing self-development and participate in training and development activities.
  • Ensure that the Business Impact Analysis and Business Continuity Plans are kept up to date, tested regularly and communicated to all their team members.

The above-mentioned duties are neither exclusive nor exhaustive and the postholder may be called upon to carry out such other appropriate duties as may be required by the Line Manager within the grading level of the post and the competence of the postholder and/or as detailed in the Council’s and Services Business Continuity Plans.
