Give them 1 set with icons and an empty one. Make them put the spare icons in the correct order looking at the set. Give them 5-10 seconds to remember the set and then only leave them the empty set and spare icons for them to put them in the correct order.

Do the same as step 1 but with 2 sets of the same icons.
