Rhondda Cynon Taf Access and Inclusion Service is looking for a highly motivated individual to contribute to the strategic development of the Service to ensure the effective implementation of the Additional Learning Needs and Education Tribunal (ALNET) Act Wales 2018 and the ALN Code (2021).

The role combines strategic development and operational delivery to ensure children, young people with additional learning needs and their families are at the centre of all practices and processes relating to the work of the Access and Inclusion Service.

As a member of a multi-disciplinary Service the post holder will make an important contribution to an ethos of positive collaborative working with other professionals within the Access and Inclusion Service, including Educational Psychology, Learner Support Services, CLA team, and the ALN Administrative Service.

The successful applicant will have recent experience of supporting children and young people with additional learning needs, a proven track record of excellent teaching & learning practice. They will be highly skilled in working collaboratively with children and young people and families and, where necessary, negotiating to resolve conflict through effective mediation and dispute resolution.

A thorough understanding of the requirements of the new ALN legislation in Wales is essential together with a clear understanding of its application.

Enthusiasm and drive together with an innovative and strategic approach to supporting the Service with the effective implementation of the new ALN legislation will be essential.

Key responsibilities of the role include:

  • To take the lead on planning a range of family engagement activities and implementing and evaluating the annual Access and Inclusion Family Engagement Plan
  • To work in collaboration with children, young people, their families, education providers and other stakeholders to ensure the best possible outcomes for children and young people in relation to additional learning needs and disabilities across the local area
  • To be the lead point of contact between the LA, parent/carers and relevant professionals to endeavour to resolve conflict with view to reducing appeals to Education Tribunal Wales
  • To provide effective line management to the Access and Inclusion Family Liaison Officer, including their Performance Management.
  • To take the lead on responding to parents and other professionals who have objected to proposals recommended by the Local Authority both verbally and in writing endeavouring to resolving conflict within timescales dictated by Local Authority policy and current legislation.
  • To take the lead on resolving issues that arise from complex individual cases.
  • To take the lead on assisting Senior Officers to prepare for Education Tribunal Appeals.

The post is predominately based in Ty Trevithick in Abercynon, which is within easy reach of Cardiff.
