Costs are likely to force most teachers to ditch the chartered teacher programme after one or two modules, Bill Fitzpatrick, East Ayrshire, forecast.
Mr Fitzpatrick is union representative on the national chartered teacher committee and admits that he is out of step with others, including the Scottish Executive. But he maintains that the figures do not add up for individual teachers, most of whom are in their 40s and will take some years to complete the programme.
It was unlikely they would be able to recoup the amount spent on CT modules through increments in salary. The first salary hike was only available after two modules were completed, at a cost of pound;600 each.
