Deirdre Watson, director of the Scottish Child Law Centre, said: “Checks are very piecemeal. Some can, others cannot. It just depends who you do it through.”
A survey by the centre last year found gaps that left many children with no protection. It was still possible for someone to start a club or organisation for children over the age of eight without any check being carried out. Parents tended to be trusting of anything official.
