An independent Children’s Commissioner for Wales is to be established under an amendment to the Care Standards Bill now going through Parliament.
The amendment follows a report by the Welsh Assembly on the role and remit of the future commissioner.
The new position was aong the central recommendations of the Waterhouse Report on child abuse in North Wales care homes.
The assembly now wants to see the commissioner’s powers to investigate allegations of abuse extended to cover all children in Wales, not just “looked-after” children.
