What you were looking for was on page thee and four.<br />
Page 1 and 2 - blank maps of the lower 48.<br />
Page 3 and 4 - blank maps of all 50 states.

The blank map comes in different versions. The first one, which you can see in the preview, only has the lower 48 states. However, included in the PDF which you downloaded is a version with all 50 states. Please look at what you download before leaving a review.
