All secondary pupils should study a modern foreign language up to age 16, according to the chair of the Assembly’s education committee. Lib-Dem Peter Black said Wales would fall further behind business competitors in Europe unless more was done to promote languages, which have never been compulsory beyond age 14 in Wales. GCSE entries fell to below a third of pupils in 2004.
