Lifelong learning targets for increasing the qualifications held by 16 to 18-year-olds and 19-year-olds have been missed. Last year, 10 per cent of the 16-18 age group lacked qualifications, compared to an Assembly government target of 5 per cent. The target for 19-year-olds was for more than 80 per cent to hold an NVQ level 2 or equivalent, but only 76 per cent did so in 2004.
