A Labour government must make constitutional reform in Scotland its top priority ahead of educational legislation to deal with opted-out schools or the assisted places scheme, David Watt, Scottish secretary of the Socialist Educational Association and a Glasgow secondary teacher, told a fringe meeting in Glasgow.
Mr Watt said: “If we don’t tackle the constitutional question, then the Tories’ neglect of Scottish education will be absolute.”
The country was “one election away” from mirroring the problems besetting England and Wales.
“Looking forward, we have to place educational reform secondary to constitutional reform, to prevent people making decisions about Scottish education with no mandate from the Scottish people,” Mr Watt declared.
