* Douglas Weir, convener of the GTC working group, said: “The bottom line is that it’s all about social inclusion. It is the big obstacle in the way and it is a perception problem. If curriculum and staff development renewal works, the social inclusion issue will become less problematic.”

Professor Weir said that teacher views on the lack of action on indiscipline did not match the Scottish Executive’s policy developments.

“But many teachers think the curriculum is the solution. You get it right, you get motivation right and reduce some behavioural problems to something more manageable. There’s a lot of positive support for the Curriculum for Excellence.”

Teachers also recognised it was important to focus on staff development.

They wanted practical programmes that were seen to work, whether they were local or not.
