The Government has confirmed that pupils will be able to continue with their existing Highers into 1999 if they have to resit the exam or where they are completing a Higher over two years.
The transitional arrangements which will apply after the reformed post-16 system is introduced in 1998 were first disclosed at The TES Scotland’s Higher Still conference last month. Raymond Robertson, the Education Minister, also confirmed that the new courses are intended to be “a clean break”.
The Scottish Office continued to play down the impact on teachers, suggesting that “most schools plan to offer a Higher Still version of their current provision, considering where expansion or development is feasible and desirable”.
