Teachers in Scotland are to have their pay decided by an independent review body.The promise of a review body is included in the education White Paper for Scotland launched by Scottish Secretary Michael Forsyth this week, writes Geraldine Hackett.
Ministers are also planning to introduce tests for pupils in the first two years of secondary schools which will be independently administered and marked.
Measures that bring Scotland into line with England include the introduction of compulsory appraisal. The Government claims there has been “a disappointingly low” implementation of the voluntary system.
The level of financial devolution to schools is to increase from 80 per cent of education budgets to 90 per cent. Schools that opt to become grant-maintained will be able to take control of such services as home-school transport.
The powers of the General Teaching Council are to be extended to allow teachers who fail to meet the requirements of the profession to be struck off the register.
