THE UK has a “bad record” of giving aid for education to poor countries. Grants to developing nations fell almost 40 per cent in real terms during the 1990s, said Professor Christopher Colclough, director of a team that produced a report for UNESCO, the UN’s education arm. International Development Secretary Clare Short said: “Since 1997 we have committed pound;700 million to... (the goal of) universal primary education and there is planned spending of pound;1.3 billion over the next five years.”
