A police chief who was almost forced to resign after his force failed to keep records on Ian Huntley, the Soham murderer, has said measures are in place to prevent a repetition of the tragedy.
David Westwood, Humberside chief constable, said the force’s intelligence-gathering procedures were now among the UK’s best.
An inquiry was launched after Huntley managed to gain a job as caretaker at Soham village college, despite a series of sex allegations against him. He later murdered two pupils from a nearby primary, Holly Wells and Jessica Chapman.
