THE latest proposals for performance-related pay have got no further than the plans overwhelmingly rejected by the teaching profession, say union leaders.
They claim a draft paper by the Department for Education and Employment, Performance Management Framework, is unworkable and unacceptable.
John Dunford, general secretary of the Secondary Heads Association, said the draft was “not a framework for performance management” and was “neither acceptable or manageable”.
Under the proposed scheme, teachers performance will be measured by:
* setting objectives for development and pupil performance * observation of teachers’ classroom skills * examination of lesson plans * monitoring of pupil’s work by a teacher’s line manager.
Eamonn O’Kane, deputy general secretary of the National Association of Schoolmasters Union of Women Teachers, said the DFEE was still working on a very bureaucratic model.
Doug McAvoy, general secretary of the National Union of Teachers, said it showed how inappropriate it is to link appraisal to pay. The NUT has issued guidelines calling on members to refuse to co-operate with appraisal until ministers drops the link to pay.
* Voting papers went out this week for the election of the NUT’s general secretary. Doug McAvoy is being challenged by former president Christine Blower. The result is expected at the end of the month.
